21st Century Public Service: Balancing Ambitious Environmental Policy, Renewable Energy and Zero Waste Goals with Everyday Governmental Operations
This talk will provide an overview of a Goucher graduate’s experience at a State of Maryland Agency, the Northeast Maryland Waste Disposal Authority, including the day-to-day management of various solid waste, waste diversion (reuse, recycling, composting) and renewable energy projects across the state, including procurement, contract management and operations. Kitty McIlroy will cover how this intersects with ambitious climate and zero waste planning goals she helped design and is implementing on behalf of her member jurisdictions. She will also provide an inside look as to what it’s like drafting environmental legislation (regarding extended producer responsibility, among other topics), working with legislators and regulators, building stakeholder consensus and witness panels, and testifying in both federal and state committee hearings in Washington D.C. and Annapolis, in her role as President of Maryland Recycling Network.
